How do I report an annoying barking
dog or excessive construction noise?
The City of Atlanta adopted changes to its Noise Ordinance on August 25, 1997. Click here to read the specifics of
the ordinance and learn about Noise Control.
After reviewing the Noise Ordinance and
determining that a violation exists, you should document specific dates, times, and type(s) of violation.
The PBA recommends that you approach your neighbor
FIRST to:
1) Inform them of
the violation,
2) Share
your documentation of the recurring bothersome noise,
3) Request that they comply with the City of Atlanta Noise Ordinance.
If the noise continues, call Quality of Life
Officer Major J.P. Spillane at the Zone Two Precinct 404 848-7231 or email at zonetwo@atlantapd.org.
According to Major Spillane, "The
men and women of Zone Two are committed to creating an environment of safety by enforcing the law and proactively seeking
solutions to stop criminal behavior and other violations that detract from the quality of life of our residents and visitors."
Relevant excerpts from the Noise Ordinance
are cited below:
It shall be unlawful for any person to make, continue or cause
to be made or continued any loud or excessive noise which unreasonably interferes with the comfort, response, health and safety
of others within the jurisdiction of the city.
The following specific acts are
declared to be in violation of this article:
5) Animals. The owning, possessing or harboring of any animal which frequently
or continuously howls, barks, meows, squawks or makes other sounds which create excessive noise across a residential or commercial
real property line or within a noise-sensitive area. For the purpose of this article, barking dogs shall include a dog that
barks, bays, cries, howls or makes any other noise continuously for a period of ten minutes, or barks intermittently
for one-half hour or more to the disturbance at any time of day or night regardless of whether the dog is physically
situated in or upon private property.
6) Construction and demolition. The operating of any equipment used in
construction work within 1,500 feet of any residential or noise-sensitive area between the hours of 10:00 p.m. and
7:00 a.m. on weekdays and 10:00 p.m. and 10:00 a.m. on weekends and holidays, except for emergency
work; and to prohibit pile driving, jackhammering, and blasting on weekends and holidays, and for all other days between 6:00

How
do I assess a tree's health and/or hazard potential?
PBA has a large number of mature large water oak trees, many growing near
or over paved sidewalks. The condition of these trees varies. Oaks of various species can live for 150 years or
more and, in some instances, over 300 years. While it is unlikely for large numbers of trees to fail at one time, the
possibility of higher mortality exists when the majority of trees in an urban forest are of the same age range.
The
Georgia Forestry Commission's website www.gfc.state.ga.us includes a tree evaluation form which can assist homeowners in assessing a tree's health and hazard potential.
This site also includes information on tree care and a list of certified arborists serving the Atlanta area. The PBA Parks and Landscaping Committee urges homeowners to contact an ISA certified arborist when evaluating trees on their property.
